Developing infrastructure use and operating models for intermodal shift

DIOMIS is a set of studies carried out by KombiConsult for the International Union of Railways (UIC) on intermodal transport rail/road. It has defined the capacity improvement and service of intermodal terminals and the capacity requirement on terminals and railway lines resulting from the perceived growth of intermodal transport by 2015/20.

In its 2001 White Paper, the European Commission mentions a 38% rise in the European domestic freight market (all transport modes included) over the next 10 years. It predicts a rail freight market share of 15% in the year 2020 and therefore expects the rail mode to play a significant part in the modal shift needed to sustain the mobility, the environment and the competitiveness of the European economy. 

With the DIOMIS studies, the partners wanted to investigate how more efficient management, operating and working procedures may help towards:
a) de-saturation of the rail network;
b) de-saturation of the intermodal terminals;
c) modal shift in favor of rail.
